This is a TCS food. Why? Because if there is a certain amount of water left in the onions after frying, bacteria can grow when held in the temperature danger zone 42F - 134F. To

hold this the temperature danger zone, you would need lab tests to prove it was safe or put it on a 4-hour time as a control agreement.
